Underground cave

I was reading a DiscoveryChannel online article when I came across this lovely second sentence (and paragraph—what's with one sentence per paragraph, anyhow?); emphasis is mine.
The cave—located underground and near the ruins of Emperor Augustus's palace on the Palatine hill—is decorated with seashells and mosaics.

Let's look at that again. "The cave, located underground…" As opposed to where, exactly? "The cave, located on top of the Parthenon…"?
